Here's our explanation:  

ACEA
ACEA stands for The European Automobile Manufacturers Association.
Founded in 1991, this body represents the interests of the major European car, truck and bus manufacturers. Members work together to ensure effective communication and negotiation with legislative, commercial, technical, consumer, environmental and other allied interests.  
Current ACEA specifications (ACEA E4, ACEA E6, ACEA E7 and ACEA E9), relate to the Exhaust Aftertreatment System (EATS) and Exhaust Gas Recirculation (EGR), and a range of Mobil Delvac products meet or exceed these requirements.  

API
API represents all aspects of America's oil and natural gas industry.  
API's 400 corporate members, from the largest major oil company to the smallest of independents, include producers, refiners, suppliers, pipeline operators and marine transporters, as well as service and supply companies that support all segments of the industry. In recent years, API's work has expanded to include a growing international dimension.  
Since 1998, API CH-4, API CI-4 (relating to EGR), API CJ-4 (EATS), API CK-4 (help reduce carbon dioxide and greenhouse gas emissions) and API FA-4 (enhanced fuel efficiency for newer engines) have been the current specifications, and a range of Mobil Delvac products meet or exceed these requirements.
